Adding the COBOL compiler library to the batch JCL skeletons

You might also want to use the File Manager COBOL compiler in the File Manager batch JCL skeleton, FMNFTEXC, and the FM/IMS batch JCL skeleton, FMN1FTEX. To do this, uncomment the //FMNCOB DD DUMMY statement in the skeletons.
