SAF-rule controlled auditing not in effect

When SAF-rule controlled auditing is not in effect (that is, auditing is controlled by the settings in FMN2POPT), the Create audit trail option is displayed on the first global editor options panel. The value shown reflects the current behaviour. When you display the first local editor options panel, the Create audit trail option is not displayed since it appears on the editor function entry panel.
