When SwitchPlan fails to start

If SwitchPlan fails to start:

planman confirm is not running. Perform the following actions:
1. Check the logs
2. Run "planman showinfo
3. Rerun SwitchPlan
planman confirm failed. Perform the following action:
- Manually run planman confirm and conman confirm.
planman confirm was already run and the plan end date has been updated. Perform the following action:
- Run conman start

If conman stop hangs, kill the conman command. This might impact the plan distribution because it stops the agents left running before distributing the new Symphony.
