Dynamic workload broker cannot run after the IBM Workload Scheduler database is stopped

Dynamic workload broker cannot run as long as the database is down. When the database is up and running again, restart WebSphere Application Server Liberty Base manually with the startAppServer command. The command is described in startappserver.
