Unable to establish communication with the server on host - AWSBEH023E

If you receive the following error message from MakePlan stdlist:


`AWSBEH023E Unable to establish communication with the server on host "127.0.0.1" using port "31116"`

Cause and solution: This error means that the application server is down and MakePlan cannot continue. If this happens, start the WebSphere Application Server Liberty Base and check the WebSphere Application Server Liberty Base logs to identify the reason why the WebSphere Application Server Liberty Base has stopped.
