IBM Workload Scheduler commands

Any IBM Workload Scheduler command that is running during a failover is not automatically taken offline (unlike the main processes netman, mailman, batchman, and jobman) by the IBM Workload Scheduler cluster resource.

This could be particularly problematical if the failover happens during an ad-hoc submission. The job submitted could remain in the ADDING state forever.
