IsClientCodePageCompatibleWithCQDataCodePage

Description

Returns whether or not user database updates are allowed. Updates to the database are allowed even if the local character set is incompatible (Rational® ClearQuest® only allows compatible characters to be stored in the database, and returns an exception if characters that are not in the Rational® ClearQuest® data code page are attempted to be stored in the database).
