The license enables Usage Metrics reporting, but either the preference for the Usage Metrics server is not set, or it is set but the server is not active or reachable.
The execution will be done normally, but the Usage Metrics will not be logged. This is allowed by the license you are using.
If you have set up __QUALITY_SERVER__, go to Preferences > Test > __QUALITY_SERVER__, and fill in the server details for Usage Metrics reporting. Verify that the server can be reached from this machine by going to http://servername:7828 in a browser on the local machine.
